A friend who hasn't a computer, has asked me to contact you, on the advice of one of his friends who knew of your expertise in such matters.

My friend has received a notice from Jacobs of Birkenhead for £160 + payable to Bradford Parking Services -Road Traffic

Offence date is shown as April 2012, In a location in Market Street , Bradford

It is an "Unpaid Penalty Charge notice"

He assures me that the car number quoted on the charge is in fact his car number.

He told me that this is the first he's heard about the Penalty BUT that he's never parked in Market Street.

Your advice would be greatly appreciated

No need to park.

Market Street, Bradford is buses only with ANPR enforcement cameras. I suspect he has been caught driving downthere and it has gone to a collection agency.

He can pay or fight using advice from Pepipoo.com.

Perhaps not? This appears to be a genuine beach of the law, not a supermarket Parking charge Notice, and the collection has been put out to a debt collection agency as the original notice, whether recieved or not, has been ignored

As learned AS states DO NOT IGNORE THIS- it is a Penalty Charge Notice not a Parking Charge Notice subject to the law of contract.

Firstly confirm with the Local Authority that they use the firms mentioned to
administer their parking offences. IF not this could be scam. But if they do:

When the offence was committed a PCN would be sent to the the Reg Keeper and if ignored further correspondence also which if ignored result in an increased fine and a Charge Certificate being sent.

Somewhere along the line it may appear the 'friend' has ignored these letters under the assumption the matter could be ignored under the Parking Charge Notice procedure ( ID of driver pre 2012 essential) and now reached the state where he is seeking advice too late.

Or, it may be, there had been a glitch in the post in which case suggest he has dialogue with the authority explaining no previous correspondence and a willingness to pay the initial reduced fee???? But if he has received one lot of post why not the other (See previous para ^^^^^)

Failing to pay could result in matter put before County Court and order made to pay with bailiffs and black mark on Credit rating.

As DVD advises this looks like a Council ticket and it's not going to go away.

If your friend had been ignoring stuff and hoping it would he needs to contact the bailiffs and the Council asap and cut the best deal he can. He should have had a notice to owner shortly after the alleged infringement followed by notice that further charges were being applied. After that he'd get more stuff from the Traffic Enforcement Centre in Northampton confirming registration of the charge certificate.

If by some misfortune all of those have gone astray he can make a statutory declaration to that effect. Details are on the HMCTS website:

This is however a sworn document and using it improperly is perjury/perversion of justice territory.
