You need to remember that while the Tiguan is described as a hybrid, it is only a mild hybrid (MHEV). So it wont run on electric power alone (though the engine will probably switch off while slowing to a stop and may also switch off at higher speeds while "coasting"). The RAV4 is a full hybrid (HEV) which will run on electric power alone, the benefits of which will be felt most in urban running. At 70mph, the Tiguan would most likely be more efficient, because at that speed the electric motor in the RAV4 wont doing very much. But at lower speeds, the RAV4 will have the edge because it will spend more time using the electric motor.
I don't have much faith in the DSG/DCT auto's. And while buying new certainly reduces the risk of buying something which someone else has abused, i'd still sooner have a good T/C or CVT if possible.
As an alternative I'd be looking at the Mazda CX5 because, as well as it being very reliable, it is being discontinued so there are some great deals out there as Mazda clears out the stock.
Maybe also look at the Lexus UX, but it is a little smaller.
