V5 conflicting advice from DVLA - Nsar1

Hi sold our car yesterday to a private buyer. He takes the green slip. Went to DVLA page this morning and the doc reference number isn't recognised, so called DVLA and they said write to us confirming sale, which I have done and emailed the signed letter to the buyer so he knows what's going on.

He is now panicking asking who is registered keeper and he says the insurance policy he took out this morning has been cancelled because he's not the registered owner/keeper and DVLA told him not to drive car until he receives new V5 which might be 4 weeks.

DVLA told me this morning there is no obstacle to him insuring the car now.

Called DVLA again they say it's not your problem, the buyer needs to go to the Post Office with green slip to request new V5 and to tax it there and then or he'd have to wait until V5 arrives and this is just normal.

Buyer naturally panicking asking me if he's been done over and how can he insure and use his new car and who is now the registered owner and keeper is as of today. I feel bad for him but not sure what else I can do

Can someone who really knows this stuff clarify the position - partly for me and mostly for the buyer.

This is why I hang on to cars for a decade or more....

The buyer's the owner and keeper of the car and that was all he needed to tell his insurer. By 'muddying the waters' telling them something else, he's made the situation worse than it needs to be. You've jumped through the right hoops and needn't be involved. Hoist by his own petard!

This is all completely normal. You either do the transfer online or post the remainder of the V5 to the DVLA. The buyers taxes the car online or takes the green slip to a post office.

That's it. The buyer will receive a new V5 in the post in a few weeks' time and you will receive an acknowledgement that you are no longer the registered keeper.

What's puzzling is why the DVLA have told him not to drive the car (he says) and his insurance company have cancelled the policy.

I think he might have misuderstood what DVLA have told him and I just can't figure out what he has done with the insurance but until the DVLA process the paperwork, it seems unclear who the registered keeper is at this precise moment.

It's definitely not me since he drove the car away from my house.

This vehicle will (should) have a unique record at DVLA, with one current Registered Keeper, which will either be the OP or the new owner. If online changes have not taken effect the OP may still be the official R-K, and if he isn't, presumably it is the OP. If that hasn't happened (for whatever reason) maybe nothing has changed yet ?

The car seems to be in limbo between a registered keeper (who no longer owns the vehicle and has no access to it) and a new owner who cannot be registered as keeper until DVLA update their records.

The instant transfer online is great if it works, but that shouldn't affect the question of who exactly is the registered keeper at this exact moment and what was the situation before that online facility existed?

If the number isn't being recognised it is usually because you are not using the latest issued V5.

Go to www.vehicleenquiry.service.gov.uk and enter the registration which will tell you the date the last V5 was issued and check it matches the date on the V5 you are using.

I already checked that and the date of the V5 is correct.
