I suppose if you were caught speeding in the first 274 metres, and had not passed a 30 sign before entering the stretch of road, you might have a case. If you can only enter that stretch of road by driving past a 30 sign, I think you could reasonably be expected to remember about it for 274 metres.
Once you are up to the street lights, you are undoubtedly in a 30 limit. It doesn't really matter That they're green or overgrown. Their casting light is irrelevant - after all, the limit still applies when they're switched off during the day.
