It's common going on universal for included comprehensive cover to have a significant excess and significant exclusions. Think excess of E500-1000 and glass, tyres etc excluded.
The hire companies then want to sell you additional cover for these excesses. They're pretty well always cheaper to buy when you book rather than at the desk. Cheaper by magnitude is to buy insurance for car hire excess in the UK directly from an insurer.
If you do that and decline their cover make sure you've enough available on a card for them to pre-authorise a deposit for the excess etc.
We had a little bit of hassle over that hiring on Madeira in April. We'd pre-insured as above. Hirer's desk rep tried to tell me I couldn't insure their car as I didn't own it. I pointed out it wasn't their car I was insuring but my liability! It was all quite pleasant - a sort of sporting joust! .She was training a new staff member and maybe gave us the full spiel.
The other weirdness was that they tried to tell me the 'small Eurobox' type car I'd ordered wasn't really suitable on account of the Madeira's mountainous terrain. I should consider paying more for something with more power. Declined and oddly enough the 120PS Citroen went up the hills rat>drainpipe style.
