Brakes need to be properly serviced at least every other year,....
Not sure what 'properly serviced' means here. I have never done more than clean and grease brake pipes every two years or so. I thoroughly clean and lightly grease the pad housings on changing them when the thinnest pad nears an MoT failure (1.5mm - usually around 50,000 miles) and also de-rust the discs at this time. The drums on our old Focus needed no attention at all until repair needed at 143,000 miles and 20yrs old. I have no intention of doing anything to our 3yr old Peugeot's brakes until its pads need replacing.
If pads and discs are replaced too soon, the caliper piston hardly ever travels its full length, which I think makes it more prone to corrosion and a stuck piston, as the cylinder wall is not protected by brake fluid.
