Why?
The issue here is around people who pay but somehow enter the wrong reg number. Sometimes it's a misskey or mistake, other times people enter reg of their 'other' car. The point is that although they've paid the camera detects the correct registration and has no corresponding ticket.

Baroness Walmsley was caught that way over London Congestion Charge in a case that went all the way to the Court of Appeal. She lost but the judges were explicit that TfL should have recognised the mistake and 'let her off' instead of a bone headed pursuit of a penalty.

EDIT: Piece on main HJ site suggests BPA guidance to operators only applies to single digits being wrong. More than that, or on non BPA sites, we're no further on.
