It's reassuring to see that an accessory to the death has been punished. At his age it's unbelievable that he didn't know better, what a tosspot.

I think Apostrophe Paul has simply run out of space in the heading. "Parents" perhaps?

The primary responsibility clearly rests with the driver of the car that crashed, but the article says he was too severely injured to be charged.

This seems odd to me.

The article doesn't state whether the driver will be prosecuted if he recovers, but if he isn't, this would be an anomally, not quite The Law is An Ass grade, but getting there.

The inference I'm drawing is that his serious injuries included brain damage, that he's unfit to plead and medical evidence is that recovery is unlikely.
