Get you friend to send you photos of the logbook. They were able to send you photos of the car.
The logbook is not going to tell you how much power the car has, though presumably you'd be able to find out with the chassis number?. Seems like a bit of a faff, especially as, if you give us the make, model and year, there is a good chance someone on here will be able to tell you. There are some models where it might be tricky to find out, such as various VAG group cars with the TSI engine, but it shouldn't be difficult for most.
As for the Celtic tuning website, it isn't a bible as such, and i never claimed it was, but failing any other suggestions, it should provide reasonably accurate info for most cars. And TBH, for those who say it states the wrong power output, are you sure about that?, have you had the car on a rolling road?. As far as i am aware, that place uses rolling roads to determine what the car makes as standard, and to find out what it makes post remap.
