Ford Focus - Hot air blowing from drivers footwell air outlet - Dean Belcher

Constantly blowing out hot air from drivers side air outlet underneath the stearing wheel. All fans and air con are off but it is constantly blowing out hot air. Car is not over heating and engine coolant is filled correct levels. Please help as it is driving me mad. And need to know if it is major and safe to drive.

Is hot air coming out the passenger one as well?
When the car is cold having been left overnight is the air cool then getting warmer?

There are several air blend flaps that are driven by small electric stepper motors, one could be duff...
