Glasgow will launch the first LEZ on December 31, 2018. Edinburgh, Aberdeen and Dundee are expected to follow by 2020.

Does that mean we will have to pay to go and visit my nan in Glasgow?

It isn't as drastic as the Express would have you believe. This is a more balanced article:
www.heraldscotland.com/news/16092381.Glasgow_emiss.../
The pollution in Hope Street and Union Street is horrendous and something had to be done. These streets are heavily used by buses so starting with them is the logical way to do it. Ideally you would have bus to train interchanges at strategic spots and a common ticket which would do for either. People would get the bus to a train station and take the train into the city centre. Buses would be timed to meet the trains. This is what is done in Toronto and Perth, Australia so it can be done. As for poor people being priced out of taking their old cars into the city - they already are priced out by the cost of parking.

lorry driver told me he pays a tenner to go into the London LEZ. Where does all the money raised go that is paid for entering an LEZ? What changes has it made to London? Public transport surely is much busier with more profit for them, are all London buses electric, if not do they pay the charge? I don't ever drive to London now, used to, but now only go to London when absolutely necessary and on the train.

I imagine a large proportion of the money goes to supporting the bureacracy and infrastructure around the LEZ. So there will be a very highly paid chief executive. They need to pay to get the best. ;) And then there will be senior managers. And computer power to do the data processing. And engineers to support the computers. Plus accounts people to pay the salaries. And rent to pay for the offices. Amazing value when you think about it ...

You forgot to add:
- Diversity managers and staff;
- HR managers and staff;
- People to watch TV screens all day;
- Customers Services (yeah right) staff to fob off complaints;
- Lawyers to go after the innocent, protect the managers from rightly getting sued for staggering levels of incompetence and bully complainants with genuine grievances into jacking it in;
- PR staff to make the huge spend look like its not a complete waste of money.
etc etc.

Ah yes, silly me, how could I forget such important roles as diversity manager, and PR staff. Didn't Livingstone spend massive amounts on PR when mayor of London?
