HPI (assuming the record is from them, rather than DVLA) state that :
In order to best protect you, mileages cannot be removed without evidence to prove they are incorrect. If you think written information that proves a mileage reading is wrong (e.g. Service History, MOT) please supply HPI with a copy of the proof and we will be happy to evaluate and remove the reading where appropriate
How on earth you are going to provide 'proof', I've no idea. 'Common sense' would dictate that the reading is 'highly likely' to be incorrect, but that is rather different from 'proof'. For all you know, the car could have been sitting on a rolling road undergoing a month of 24 hour testing during that first month, and then been 'reset/clocked' afterwards.
I imagine that the DVLA situation will be rather more complex, in that the Motor Vehicle Test Regulations have strict time limits under which it is permitted for the mileage record to be amended.
