I seem to remember something like that being used on Top Gear some years ago, i think the unit was mounted in the back window of a caravan. That of course, does not mean they are legal to use!. To be honest, i think the Police would be more concerned with who was using it, rather than anything else, i.e, if a passenger was using it while you were driving, that would be fine (and not posting offensive language on it), but i suspect they would take a dim view if you were using it whilst driving.

There was a similar idea on sale a few years ago, it was a long lcd display that displayed a rolling banner message which could be pre-recorded and recalled by a remote control keypad.
