I've done MUCH bigger bolder and bodgier bodges than that, (ferrocement box section, anybody?) AND got them through UK MOT's, but I no longer have to worry about UK MOT's.
This is obviously a non-structural, cosmetic "repair" technique, as is any use of body filler.
In this case it happens to be in a little hole in a sill, which MIGHT be a UK MOT failure, since sills are structural, though it is a very small hole.
It just happened to be a hole that was handy when I did it.
Used as suggested, say to fill a hole in a door bottom, there wouldn't be any possible structural implications.
So unless the UK MOT has got even more anal in my abscence, it'd be fine.
