Check the turbo pressure solenoid,

it's next to the boost one.

You say the boost pressure solenoid has 2 vacuum hoses. Does 1 of them come from the engine vacuum pump? I think the pump has a black mounting piece on it that the vac pipe connects to? On mine the black vacuum take off point on the pump was partially blocked with oil/crud. This mean't the vac solenoid wasn't getting decent vacuum. there's a very small orrifice within the mount that was blocked. Its easy to remove/inspect.

Make sure the vac pipes go on the right way round.

Can you move the turbo wastegate rod easily by hand, engine off. Its should feel reasonably smooth in operation.

Disconnect the airflow meter and take it for a drive, if it improves, airflow meter is faulty.
