I seem to have seen articles on these in US hot-rod magazines, basically they enable you to adjust wastegate (or blow off valve) to regulate the level of boost; useful for competition purposes, I suppose (if allowed in the rules).
The other day as I walked to town I was passed by a small hatchback which was being redlined in each gear with the 'turbo howl' at gear changes suggesting air cleaner had been removed, either for free flow or because matey liked to hear the turbo noise.
