The local paper today tells us one car in the area has had over 100 parking tickets, owes the council almost £9000, yet the council claims they can't find the keeper to send enforcers to collect the cash. It seems there are similar cases elsewhere of hundreds of tickets per car amounting to thousands of pounds.

DVLA must have records of the last keeper, if he failed to notify them who he sold it to he was liable to a fine anyway for that omission.

Would it not be sensible for councils to tow away such vehicles, there is clearly something fishy about the drivers, even if the car appears to be taxed/insured/MOT'd.

The driver would then either report it stolen, in which case he can be nailed for the due fines, or he is never heard from again, which confirms suspicions.

Since parking in most areas has been decriminalised, the errant car owner hasn't committed an offence so the seize/crush rules can't be used.

It's simple. I sell you a car and you tell me your name is John Smith. I fill the V5 in and send it off. John Smith never fills in any paper work!

Laim councils full will know the process for removing such a car and it should only take 2 weeks anf a few bits of paper.
