Volkswagen Golf heater problems

I have a problem with the heating on my 2010 Volkswagen Golf 1.6 TDI. I have to turn the heater temperature control wheel to very nearly the maximum setting before any heat comes out. It soon gets uncomfortable, so I then turn it down a bit - and the heater stops working.

The local dealership have checked it out a couple of times, running diagnostics and checking heater flaps etc, and say they cannot find anything wrong with it. Indeed they say that as the heater is thermostatically controlled it is working as it should. Do you have any thoughts on what might be wrong with it?

I would guess that the fault is with the valve that the temperature control switch controls.
