Cooling fan constantly switching on

I recently purchased a 2013 Honda Jazz with 1850 miles recorded from a main Honda dealer. The cooling fan runs for a few seconds every minute or so whether the car is hot or cold. At night the headlamps dim every time the fan engages . The dealer says its to do with the air con but I am not convinced. Have you any suggestions?

Switch off the aircon completely and see if it still happens.
