Is this a valid parking appeal?

I recently appealed a parking ticket in a hospital staff car park as a correct ticket was displayed in the windscreen.

The reason for the rejection was (as also stated on the ticket) 'you did not display a valid ticket'.

I was informed I had no further recourse but to go to POPLA, but that if I did I would lose the right to pay a lesser (£30 as opposed to £90) fine.

Is this a valid reason for rejecting the appeal? It does not explain why the ticket was not validly displayed.

Is it correct that they should refuse the right to pay the lesser amount on recourse to POPLA?

Is it right that you are not able to pay the ticket pending an appeal to POPLA?

Is POPLA truly independent?

(In fact I decided I could not risk the POPLA appeal failing and discovered when I paid my fine that my ticket was at the front of the windscreen which had a blacked out panel which covered some of the information so the rejection was valid, in fact, albeit a little harsh!

The rules about hospital parking are about to change and payment will be on exit so this sort of nonsense cannot occur. POPLA only rules on matters of fact and of law. If the ticket displayed was 'valid' and if it was 'displayed in the windscreen' you can let the matter go to the small claims track of the county court and allow a county court judge to make a ruling.
