Steering issues with Honda Civic

Our 2005 Honda Civic steering has just started to feel slightly heavy. The EPS light is functioning as it comes on when the ignition is on and the engine is off, the EPS light goes out as soon as the engine starts. The steering is not as heavy as it is when the engine is off (no power steering at all). Can you help shed any light on this issue?

Could be a worn EPAS motor. But might also be the front end tracking or soft or adversely worn front tyres.
