I have read with interest over recent months your readers' comments on the issues surrounding ANPR cameras operated by local authorities. We at the Traffic Penalty Tribunal often receive appeals from motorists who feel that their evidence has not been properly considered by the local authority. We would always suggest that (in line with the Regulations) councils review the video footage and not just the still images before issuing a PCN by post and give full consideration to any representations made. If a motorist is not happy with the outcome of their representations to the local authority they always have the right to appeal to an independent adjudicator. The Traffic Penalty Tribunal considers appeals from motorists against parking and bus lane PCNs issued in England (outside London) and Wales, but not for speeding tickets.
