Fluctuating temperature on a Mondeo?

Despite changing, in this order: thermostat, coolant temperature sensor, water pump and temperature gauge, the temperature is fluctuating on my Ford Mondeo. This after years of reaching and maintaining a steady temperature with needle vertical. It now rarely reaches vertical and fluctuates, often dropping right down to 60C even when motorway driving. Any idea why?

Replace the temp sensor/sender, which is screwed into the water jacked of the cylinder block. Trace it back along the cable from the radiator fans.
