Why is nothing done about slow-moving agricultural vehicles?

There is a new hazard on our roads - that of very large agricultural vehicles which are appearing in increasing numbers and are travelling longer and longer distances. On main roads they cause long tailbacks because of their limited speed and the difficulty of overtaking them, and on country roads they often cause a complete blockage because of their size. They are a particular menace at night because their headlights are mounted very high on the radiator and, even when dipped, point straight into the eyes of oncoming cars. According to the Department for Transport, at present, these vehicles are totally unregulated and exempt from any sort of MOT, though this may change under a new EU Directive under consideration for vehicles with a design speed of more than 40kmh. Time for something to be done, I think.

I encountered this in September on the B6275 from Piercebridge to West Aukland. I was stuck behind a large combine harvester doing 15 - 20mph for three or four miles. But I simply had to accept it. I'm afraid that at harvest time in August and September, this is a fact of life. Farmers have a hard enough life as it is and this year’s harvest was actually very poor (expect the price of bread to increase). It's not a problem at other times of the year. The EC Directive for farm vehicles that can do more than 40kmh will not help you. That is a very high speed for agricultural machinery.
