Unusual parking scheme restricts genuine customers - is there a better way?

I have been following correspondence about parking charges and limitations outside motorway service stations and how this restricts people spending time and money there. We have a local restaurant and the car park owners have recently introduced pay and display parking outside. Users of the restaurant can get a refund as they place their first order. I understand why, it's to stop shoppers or workers using it during the day as a free car park. All this is fine, but there is a time limit of three hours. A colleague felt compelled to curtail her evening out with friends there as her parking time was running out. How much business does the restaurant lose with this??

Unfortunately, this is one of the cases where you have to ask, "do you have a better suggestion?" The restaurant has to keep parking space thieves off its parking lot otherwise there would be nowhere for its customers to park. And the system had to be enforceable by a parking enforcement contractor, but there should be some kind of system so that diners spending all evening in the restaurant are not penalised.
