Can the Italian Police issue a speeding ticket 16 months after the offence?

We went on holiday in Italy in September 2010 and, on 24 December 2011, we received a speeding fine from the Polizia Municipal in Florence demanding a 150 Euro fine, plus 43 Euros admin charge, for a speeding offence on 18 September 2010. Surely this is a very long delay? I do not know what to do about this and any advice would be gratefully received. I am concerned it may be some kind of scam.

It isn't a scam. And if this was in a hire car the 360-day time limit only starts from the identification of the driver who committed the offence. More here: www.honestjohn.co.uk/faq/italian-traffic-fines/
