Why was a charity worker's car clamped at Shoreham Airport?

A charity worker had his car clamped at Shoreham Airport, despite displaying a valid voucher, he says. Julian Urbacz, who works for the Worthing branch of the Alzheimer’s Society, had taken a client for a coffee at the airport, but was hit with a £90 penalty. He said he had displayed the ticket in the passenger side window.

He appealed against the decision, made by parking management company Ethical, but was told he was not entitled to a refund. He said he paid to have the clamp removed, as his client, who is in his early 80s, was getting “very upset”. An Ethical spokesperson said the company received many appeals. “Our job is to enforce the car park rules fairly and consistently. The signs say the voucher must be displayed clearly in the windscreen and the facts in this case are that there was no voucher on display in Mr Urbacz’s car in the windows or even on the seats.”

From October 2012 Clamping on private land will be banned, but members of the British Parking Association will have the right to pursue the registered keepers of vehicles for private parking penalties. The British Parking Association has asked that anyone aggrieved by the behaviour of a private parking enforcement company that is a BPA member should report the matter using www.britishparking.co.uk/AOS-Enquiries Ethical is a member.
