How often should I change filters?

I've just had an oil/filter service on my recently purchased 4 year old 27,000 mile E93. What frequency of oil & filter change would you recommend in the future?

The car will do about 8,000 miles p.a. with quite a lot of short runs interspersed with motorway driving.

After carrying out an oil change, I have a leak from the sump plug. I used a metal washer from the filter pack, not a copper one, as I would have expected to seal the sump plug. Could this be the cause?
I have a 2011 FIAT 500 1.3 MultiJet diesel purchased in March 2016. I've had a problem with sporadic engine noise, vibration and black smoke coming out of the exhaust. I've been told there is nothing wrong...
