Two penalty charge notices for the same incident

On 17 December I parked on a main road in Bristol in what I thought was a correct parking area - other cars were parked there and the only part of a number of signs displayed that I noted was that parking was for 1 hour only. I then received a Penalty charge notice (PCN) with photographic evidence from Bristol City Council for Contravention 34J 'Being in a bus lane' at 09.10am on that date.

I returned to check the area, and then realised that this was indeed a bus lane, and no parking was allowed before 10am.

It was a genuine mistake on my part, so I paid the reduced rate of £30 penalty immediately. Now today I have received another PCN from Bristol City Council for being 'Parked of loading/unloading in a restricted street where waiting and loading/unloading restrictions are in force (Code: 02J)'. The photo shows my car as being parked in exactly the same place as the for the previous PCN and is timed at 09.17am of that date.

As this is a separate contravention, but relates to the same incident, can they enforce this second PCN and am I legally liable to pay? It seems to me like 2 bites of the same cherry - I have already been fined for being in a bus lane, and the parking restriction applies to being in that bus lane before 10am.

For your information, the parking area on the road is clearly marked with a dashed white line within a larger continuous white line marking the bus lane, and my car was parked well within the dashed white line.

If you were done for parking in a bus lane you cannot also be done for parking in a loading area. It's either one or the other. Can't be both.
