First car for an under 25

Looking for something that will not be prohibitive for a driver under the of 25 to be insured to drive. He may turn out to be to be sole driver in about a year or so but in the meantime it needs to be big enough for four adults to ride in reasonable comfort. So far looked at VW Up Skoda Citigo Ford Fiesta and Toyota Yaris. Would welcome any obs on tese cars and any other suggestions please.

The Citigo is the bargain. The Fiesta and Yaris are bigger. There's also the C1, 107, Aygo, Pixo and Alto.
