Daytime running lights - required?

Having ordered a new Suzuki Swift for March delivery, I cannot find out whether DRL's will be fitted. What is the legal date of manufacture when these lights have to be fitted please?

I thought they had to be fitted already under the EC Directive, but this does not seem to necessarily be the case.
