Fiesta de-mister wiring problem

I have just purchased a 2003 Ford Fiesta Zetec 1.4 petrol 3 door and the rear heated demister isn't working

The light switch comes on. I lifted the rear seat and there is a thick red electrical cable that has been cut, with tape around it.

Would this cable be anything to do with the rear heated demister?

If the cable passes through into the hatchback yes. But if the cable to the HRW has been cut, then it must have been cut for a reason, which might have been a circuit fault that was continually blowing the fuse.
