Does a plug in hybrid simply plug into a 3 pin plug point in the garage? Does it need another lead for plugging into a public charging point?

It depends on which plug-in hybrid you are considering, but most vehicles of all types with an electric powertrain can be plugged into a 3-pin domestic socket, an installed home wallbox or a public charging point. However, a domestic socket can only provide up to 2kW, which means a very slow charge. A wallbox can offer up to 7kW, which is significantly faster, while public charge points can offer anything from 7kW to over 200kW. Generally speaking, public charge points offer a variety of charging cables and connectors to suit most vehicles, so you should not need a cable to charge at public charge points. Most electrified vehicles come with both a domestic charge cable and a public charging cable.
