Is it true that there's no negotiation on the price of a car if paying by bank transfer?

Without knowing more about the transaction, we can't really elaborate, but if you're negotiating a price on a used car then a bank transfer should have no bearing on the agreed price. If someone is willing to do a discount for cash, then there's probably something not quite right about the deal...
