Manufacturer recall

Nissan Navara is in Main Dealer for Official Alloy Wheel recall. Garage says bolt has sheared off one wheel 'because nut was over-tightened' and wants to charge us £48 to fix new bolt. Car is 2007 and we have not had wheels off since buying less than year ago. We feel Nissan or Dealer shouls pay. Any advice?

You can't prove that someone didn't use an airgun on the wheel and overtighten the bolt.
