Should my alloy wheels be peeling?

I have recently bought a Volvo V60 2021 plate and the alloys were refurbished just before I bought it but I have noticed the black part of the alloys has started to peel and underneath it is a shiny black but the part that is peeling is matt black so I was wondering if the top coat matt is just a protective layer as it’s so thin and the bottom coat is the real alloy?

If the alloy wheels have been refurbished it is difficult to know what products were used and the exact process of the refurbishment, but it is safe to say that you should not be experiencing any peeling. It may be that a thin layer of matt paint was applied and this is what is now peeling. If you want to rectify the finish we would suggest trying an independent alloy wheel refurbisher who may be able to explain the fault.
