Lost V5C in the post

I have sold my car last year in October and sent off the log book to the DVLA with new keepers details, unfortunately DVLA has never received the paper works (what they are saying).

Approx. 4 weeks ago I received a letter asking me to pay a Penalty of £35 for not informing the DVLA about selling/disposing of my vehicle. I tried to explain them that I have sent off the papers with Post (not per registered-my fault) and its Post office negligence, that DVLA has not received them. I even had made a copy of the V5c with new keepers details, which I sent to the DVLA again to prove my story. I had filled out the papers, but they dont want to make an exception nor they can prove that it was my negligence.

What to do?

Stick to your story, tell them you refuse to pay a penalty for their negligence, and if they take you to court over the matter and you win, you will sue them for your time lost.
