Should repainted double yellow lines be placed exactly over the original ones?

Should repainted double yellow lines be placed exactly over the original ones? Ours have moved forward and now run over the painted "keep clear" writing on the road.

Repainted lines should be completed according to instructions from the local authority, whether this is to repaint the previous lines exactly as before or to intentionally cover the 'keep clear' markings. We would suggest contacting your local authority to establish the situation.
