Stuttering Volkswagen T4

I've been to Volkswagen garages, I've been to Volkswagen nuts, but I still can't find out why my T4 (1991 2litre petrol manual) stutters when in fifth gear.

I'm usually on a trunk road or motorway going along nicely when it starts stuttering as if it was going to come to a halt.

It does this for a minute then steadies. No consistency to it - it could be after five miles or fifty miles. Fuel filter has been changed, it has new cam belt and is regularly serviced.

Could be dirt or emulsified fuel in the fuel line blocking the tank filter; maybe the tank lining is starting to disintegrate, maybe there's an earthing problem with the fuel tank sender pump.
