Timing belt change

I have a 2004, 54 plate, Peugeot Partner Combi 2.0 HDi which has done 45,000 miles.

What is the recommended mileage or vehicle age at which the timing belt should be replaced, and should anything else be done at the same time?

It should already have been. If the main timing belt pulleys are spoked, they also need replacing with pulleys that have holes drilled in them to lighten them. Also the timing belt tensioner, the smaller pulleys and if the timing belt turns the waterpump, that too.
