Is it normal to wait 13 months for a provisional driving licence?
Is 13 months the normal waiting time to have your provisional licence reviewed by the drivers medical team? My previous provisional licence had expired but my medical condition was only relevant when I renewed my licence.

There have been long delays with processing medical driving licence applications due to the impact of Covid-19 and strikes last year affecting staffing. See: www.honestjohn.co.uk/news/driving-1/2022-05/dvla-d.../
However, waiting more than a year is an extreme case and I would suggest you escalate this to a formal complaint.
