London ULEZ charge - who is responsible for paying?

As a first-time car buyer I didn't know about the London ULEZ and bought the car through a dealership. I just realised that I have been given a penalty charge charge notice for the ULEZ and it cost me around £1,000. What can I do about this?

The answer to this question will depend on who was driving the car at the time it was in the ULEZ area. If the ULEZ charge occurred when the dealer was delivering the car to your home then they will be liable for the fee. However, if you were the driver of the car at the time it was in the ULEZ area then you will be solely responsible for the fee.
