Our second son (22) has not yet passed his practical driving test, although he is a fairly competent driver and has now let his theory pass lapse. Getting him on the insurance of either of our cars (both over 2 litre) is not an option. We gave his brother a used car for his 21st birthday and promised him the same - when he got his test, which we thought would be sufficient encouragement. However, a year on, we now think it would be wise to buy him the car now, so that he can get in some practice (probably one of the reasons why he has not taken his test already). Is this a feasible option insurance-wise and, if so, what car would you recommend in the lowest insurance group? We have a budget of £5,000.

Citroen C1, Peugeot 107, Toyota Aygo. All Group 1 insurance. Quinn Direct seems to be best insurer for learners who have not passed their test, though premiums quadruple (with the risk) once they have.
