Tyrer banks

I have a SEAT Toledo and I have been having considerable problems with tyre wear. In 1 year I have gone through 3 full sets and 2 new front tyres, along with having the tyres turned around to even out wear. I have only covered about 15,000 miles. Typically the wear is on the inside 1 - 2" of tread. I have had the tracking adjusted several times and when I took the car back to the main VW dealer I purchased the car from they did a 4 wheel alignment, which admittedly did seem to mask the problem. I have my suspicion the bushings are worn but the main dealers at VW said they checked this and all was well. Short of the cost and irritation value my driving enjoyment it being tested can you help? Have you heard of anything like this before?

Excess wear of the inner shoulders of tyres is caused by downward
pressure while the tyres are crossing the chamfered edges of metre wide speed cushions. See attached photo.
