As a regular reader of your column, I am looking for some advice on a potential speeding offence. On the evening of 06APR2009, I was flashed by a fixed camera in what is now a 50mph area (was 60). My speedometer indicated 52/53mph, (though that might have been reduced by reaction braking from the flash) and I assumed it would not be pursued. However it duly arrived and whilst it states correctly, the Particulars of the Offence, "Speed Limit 50", it quotes the "Vehicle Speed 47 mph". How should I respond? I believe that if a correct claim is not issued within a certain timeframe, it becomes out of limits and cannot then be enforced.

Don't respond. According to the ticket you have not committed an offence.
