I was particularly struck by the story of the nightmare in dealing with DVLA. But what I don't understand is if it is the responsibility of the previous owner of a car to make sure that DVLA has indeed changed the record, HOW ON EARTH DOES HE/SHE DO THIS? Judging from the stories that have appeared, it would seem that nothing less than an official receipt would suffice; yet, if I understand the situation correctly, DVLA does not issue them. I am sure that other readers would also be interested to know HOW they can make sure.

See page 8 of the explanatory notes with any up-to-date V5 Registration Document. That tells you that if you have not had an acknowledgement of change of keepership from the DVLA within 4 weeks of sending it you have to phone 0870 240 0010.
