Why is my Citroen C3 losing power?

Any idea why my Citroen C3 is losing power? Recently, it's started to struggle to accelerate up hills in fourth and fifth gear.

First thing, make sure the air filter is not clogged with muck. Next, is the turbo kicking maybe the turbo actuator has failed. Maybe the bearing has seized from lack of oil. If turbo okay, try adding a fuel system flush to the tank and fill up with superdiesel (not ordinary diesel).
