I had a car accident and damaged a fence - can I pay for the repairs myself?

I had a car accident and my insurance company are happy for me to not claim as long as the owner of a field the car ended up in confirms they have been compensated by me directly (the car knocked down their fence). I've been contacted by the Surveyor management company that manages the land on behalf of the owner, who is incapacitated. I have been able to validate that the surveyor company is validly representing the owner. However, they are saying that in addition to paying the cost of the fence repairs I am responsible for meeting their fees to assess the damage and manage the claim on behalf of their client. Would an insurance company accept this cost or just meet the cost of the fence repairs? I don't want to claim on my insurance due to a high excess and impact to future premiums but don't know if I am liable to meet these fees as well as the fence repairs if I settle directly.

Your excess is only applicable on claims to your vehicle normally, so you would not have to pay any. Your insurers would meet the surveyors' cost. I would go back to the surveyors in writing, advising that you will happily pay for the cost of repairing the fence, but will not be paying their fees. I would then wait to see what response you get from them. If they agree, then crack on, if they do not, pass on to your insurer.
