What do you suggest as a good family tow car?
I am looking for a family car that can tow a 1690Kg but still be economical on my daily 15 commute to work. My price range £17,000 to £21,000.

To comfortably tow 1690kg, you ideally need a car with a kerb weight of around 2000kg. I'd be looking for a second-hand Skoda Kodiaq or a Hyundai Santa Fe. Diesels are still the best for towing, but make sure you regularly drive at motorway speeds for 30 minutes or more.
