Should new tyres be put on the front - and those switched to the back?

I had to buy two new tyres because of a puncture as a result of the tyres being old - not worn out. I suggested to the fitter that the new tyres should be fitted to the front wheels and the front wheels transferred to the back. He told me that that this was not a good idea, because having worn (but still easily legal) tyres on the back could lead to a loss of control in the wet. I followed his advice, but I have never heard of this before. Is he right?
